New Electronic Payment Card Guidance for Health FSAs, HRAs, and DCAPs-Will the New Rules Make Substantiation Easier? Training Seminar
New guidance was just issued on the use of debit cards, credit cards, and stored value cards (electronic payment cards) for health FSAs, HRAs, and-for the first time-dependent care assistance programs (DCAPs). Expanding upon the original electronic card guidance issued in 2003, the guidance adds new methods of substantiation and much more.
Join us for a 90-minute web seminar with EBIA's experts, who will explain what the new guidance allows and will provide practical tips for implementing the new rules.
Here's some of what we'll cover:- What does the guidance say about automatic substantiation of multiples of a co-payment amount when a card is used at a merchant with a health care provider merchant category code (MCC)? What about combinations of tiered or different co-payment amounts?
- Under what circumstances does the new guidance permit use of cards at a merchant that does not have a health care provider MCC? When can inventory control information (e.g., SKUs) be used for substantiation? What are split-tender transactions? What recordkeeping requirements apply?
- Even for plans that don't use cards, what streamlined substantiation is available when EOBs are sent directly to a health FSA or HRA administrator?
- What is meant by the guidance's prohibition against self-certification?
- How can an electronic payment card be used to pay for dependent care? When can a dependent care expense be reimbursed?
